LoadAllPromotions builds one PromotionClass per promotion CLASS rune (22,
2504-2526 without 2522) and caches it, then runs the DB loader, which skips
cached ids, so only the CSR/admin rows 2901-2911 still come from
static_rune_promotion (decision: DB fallback). The world server calls it in
place of GET_ALL_PROMOTIONS; the login server now preloads promotions too, so
character load there gets the same cached objects. The SQL loader stays until
task 2.11.
Value changes: Templar 2516 manaMod 14 -> 15 (decision: JSON, D2).
description NULL -> rune_dsc blurb (unread). All other fields unchanged;
final parity before the switch (scripts/p22.py): 22 promotion rows, 0
differences in name, token, health, stamina and the 163 allowed rune tokens.
The static_rune_promotion comparator is removed; it would only compare the
JSON with itself now.

Every reader moved to CObjectTemplate in 1.7, so the DB-loaded
engine.objects.ItemTemplate, LOAD_ITEM_TEMPLATES and linkCacheTemplates
are dead. No value changes: nothing read the legacy maps any more.
The boot log loses the legacy per-type count and the link warnings.

Each engine.objects.ItemTemplate gets a cacheTemplate field, filled by
linkCacheTemplates() right after CObjectIndex.build() on both servers,
so consumers can move to CObjectTemplate one field at a time.
ParityCheck gains a static_item_templates comparator: a null bridge is
reported as missing in json, and obj_name and item_type are compared
through the interface to catch a wrong folder pick.
Import convention until the legacy class is removed (Task 1.8): the
legacy engine.objects.ItemTemplate keeps the plain import; the cache
class is always written engine.parsers.objects.ItemTemplate. Migrated
consumers should depend on CObjectTemplate instead.
JSON-Refactor-Plan Task 1.1. No consumers change; no values change.

Built at login and world bootstrap after the three parsers load (Task 0.1):
- lookup(id) across ITEM, then DEED, then RUNE
- race (MonsterType) -> creation race rune ids, male and female
- ClassType -> class rune id, DisciplineType -> discipline rune id
- SBStringHash(rune_sub_type) token -> runes
- skill and power name <-> SBStringHash token, from every template field
that names one
No consumers yet; no values change.
